Attrition and new initiatives cause delays at Canada Revenue Agency

Advisers report consistent attrition at Canada Revenue Agency (CRA) and this along with new initiatives and internal protocols is causing a severe backlog in audits and advance pricing agreement (APA) applications.
Accounting firms have snatched several senior CRA figures in recent months. Deloitte hired JJ Lefevre and Shiraj Keshvani and Ernst & Young announced that Fred ORiordan, Kevin OReilley, Al Rizzuto and Phil Fortier, have all joined them.
"We've seen CRA lose several senior leaders in the last couple of years, it causes all kinds of problems," said a senior transfer pricing partner from a Canadian law firm.
The recent departures have left a serious gap at the top for CRA. As the agency rushes to bring in new people to help bolster the team, advisers are concerned by the lack of continuity in the CRA audit teams and in some cases by the lack of experienced personnel.
